Google AdSense is a program for website/blog publishers who is looking for an easy way to sell ad-space. Instead of finding advertisers yourself, you let Google to handle it. Google serve context-relevant ads on your site, the advertiser pays Google, who in return, pay you part of the income.
Ad display does not generate any earnings; only when your visitors actually click the ads will you earn something.
